Use Vec::is_empty() instead of length comparisons.

When comparing vector lengths to zero, use the is_empty()
method instead of a direct comparison. Style nit suggested
by clippy.

Remove unnecessary casts.

These became natively usize instead of u32 at some point;
the values come from the return value of Vec::len().
